Justin Fulcher Joins Indo-Pacific Defense Dialogues

Advisory roles inside the Department of Defense do not usually come with international travel, but Justin Fulcher‘s position has taken him well beyond Pentagon offices, including trips accompanying senior officials to high-level dialogues in the Indo-Pacific region.

A Role Grounded in Technology Adoption

Fulcher joined the department in early 2025 as a Senior Advisor to the Secretary of Defense, with a portfolio built around acquisition reform and the adoption of new technology inside a large, cautious bureaucracy. Much of that work happened away from public view: streamlining procurement rules, contributing to reforms that cut software timelines from years to months, and helping modernize IT systems that predated his arrival by many years.

The Indo-Pacific engagements added a different dimension to the job. Technology cooperation and modernization were central themes in those discussions, areas where Fulcher’s private-sector background gave him something most career defense officials lack: direct experience building and scaling a technology company across multiple Asian markets. That company, RingMD, connected patients with physicians remotely starting in 2013, operating in countries where healthcare infrastructure had not kept pace with mobile phone adoption.

Justin Fulcher has drawn a clear line between that earlier work and his current advisory role, describing both in terms of durability and accountability rather than quick wins. In a LinkedIn post on public service, he wrote about favoring execution over narrative, a principle that applies as much to international technology dialogues as it does to domestic procurement reform.

His academic background adds further context to the international engagements. Justin Fulcher holds a Master’s degree in Nonproliferation and Terrorism Studies from the Middlebury Institute of International Studies and is pursuing a Doctorate in International Affairs at Johns Hopkins University’s School of Advanced International Studies, credentials that connect directly to the security and policy questions raised in Indo-Pacific discussions on defense technology and resilience.
